Abstract (EN)

Tourism has responsibility towards economical, social, cultural and natural environment. Establishment of sustainable tourism and achieving a balance in which the needs of present tourists will not jeopardize the needs of future generations is the necessity. In Montenegro the northern region is underdeveloped area, with a significant negative reflection on the standard and quality of life of more than 180 000 (28.7%) inhabitants, with their one-way migration to the developed countries. Awareness of the possession of rare natural resources in the area did not help to stop this process of migratıon. Policy development in Montenegro for last 60 years focused on the development of tourism in coastal area and agriculture and livestock production in the north. The abundance of pristine natural beauty gathered in three national parks: Durmitor, Biogradska gora, Prokletije and natural asset - Durmitor with Tara River Canyon (under UNESCO protection) represent an excellent basis for ecotourism development. Also, many natural beauties and rarities that do not enjoy special treatment of protection (clean lakes, rivers, smaller watercourses, speleological facilities, cultural and historical monuments), the tradition of the production of healthy food and unique hospitality of the host, are advantages that attract and bring back nature lovers to this area.Consideration of the whole tourism situation of Montenegro, especially in northern region, focus this research to find the optimal model for sustainable development by cross-section of the current state of development, registration of potentials and shortcomings. This is especially due to the fact that the scientific - technical publications do not have enough valid data that would be the basis for planned approach to the development of this region. The survey was conducted in the area of the nine local communities. Respondents were liders of local authorities and tourism experts. The aim of research is not only getting authoritative attitudes of potential local and regional environment, but also achieving a unified consensus on the necessity of development of ecotourism as an elementary basis for sustainable development and protection of natural resources. It obtained a positive attitude toward development of ecotourism, as optimal model, in northern Montenegro. It was found that the influence of local communities in the protection of natural resources is insufficient, they also expressed the need for acquisition of major powers and responsibilities in this regard and that it is necessary to adopt new laws and to establish a strategic plan for the preservation and promotion of healthy environment and its valorisatıon without the devastation. There are registered serious shortcomings that must, by putting together all forces of local community, through regional networking and assistance of the state of Montenegro, with an active attitude of all citizens, thereby resolve and in the same time create conditions for adequate reception of guests. General opinion is that development of ecotourism would ensure safer economic and social progress for all citizens.
