Abstract (EN)

Municipalities provide a wide variety of services to the people they are responsible for, from urban planning to education and cultural services. Municipalities are the most active units of local government, which are public legal entities with administrative and financial autonomy. Although all of the local governments experience a shortage of resources, the municipalities experience more of the resource shortage. Among the reasons for this, factors such as social mobility caused by scientific and technological developments, the emergence of social, cultural and sportive occupational areas, population increase in the urban area, socio-economic division of labor and stratification, the diversification of the needs and expectations of the people, therefore the duties and services of municipalities. It causes the expansion of the areas. The aim of this study is to determine the efficiency of municipalities in 18 provinces in the Black Sea Region compared to each other according to the input and output values ​​of 2019 using the Data Envelopment Analysis (DEA) method. Personnel expenses, purchase of goods and services, capital expenses as input values; Tax revenues, enterprise and property revenues and other revenues are determined as output values. As a result of the analysis, it will be determined whether the municipalities use their resources effectively.
