Organizaton of Black Sea Economic Cooperation

Black Sea Region, which is an area of struggle in every era of the history, has started to reshape after the Cold War. The initiative of BSEC, established via the leadership of Türkiye, is the first precursor of the new order. The opposing parties in the Cold War period, have opened a new page by accepting to gather in the structure of an economic-based international organization.The initiatives, starting offically in 1992 by BSEC, have gained a new dimension with the Organization of BSEC, which emerged as a legal personality in 1999. The Organization of BSEC, which is a rooted organization in terms of institutional structure, inner mechanism, areas of cooperation and external relations, can?t achieve its goals, determined in the beginning. But it is seen that the Organization of BSEC has gained an important ground, in comparison with the stage since its foundation till today. In case of combining the changes to be made in its institutional structure and political stability, it is inevitable that the Organization of BSEC will gain a very crucial success.The Organization of BSEC, which has a EU-based mentality since its foundation, has not meet the concern, that the Organization of BSEC expected from EU. Considering the crisis that EU is in, it will be more useful for the Organization of BSEC to develop cooperation with other organizations, especially in Asia. Furthermore, Turkish-Russian alliance emerging on Black Sea security via developing relations between Türkiye and Russia, thanks to the Organization of BSEC, and the activities of the Organization of BSEC in the areas beside economy, transforming the Organization of BSEC into the Organization of BSC should be examined. In this regard, the attitude of the key states, Türkiye and Russia, will be determining.
