In the first part of the study, it is focused on the way of snow removal and the way how the road is affected at the end of this removal. In the second part, it is drawn attention to the importance of ice removal. Espacially,the removal made before the formation of ice layer was noted to be a solution way that does not cause a damage for the road and the travellers. It is also referred to the damages on the road that is formed by frost events and the snow. Moreover, removal of snow and ice reviews administratively. In this context, the works which was made by General Directorate of Highways is reviewed around Kars And Ardahan cities, found in a cold climate region. The organizational structure of KGM and winter maintenance costs have been examined. The reason that the costs are too much it is foreseen to make a suitable tender about snow and ice removal. According to the shape of the tender price paid to the contractor, the most appropriate tender has been investigated for snow and ice removal. The Snow and ice removal costs which obtained from the winter maintenance information forms that belongs to two different Branch Offices (Kars and Ardahan) of KGM 18.Regional Directorate Facility and Maintenance Chief Engineering analyzs. By taking into account the working period of the machines that will be used in snow and ice removal in the KGM Branch Offices, the cost of these works made by the Branch Offices for winter months is compared to the cost of the same works made by the contractor company. In both cases, the incured costs are compared to each other. In 2011 The cost of the proposed method it was determined that approximately 27,6% lower. Covering the years 2010-2013 the average cost of a four-year reduction of 24% was found. The results which is obtained, was evaluated by both administrative and contractor. Both will develop quality standards as well as the contractor's costs in the event that this work will be reduced a great deal of work in this direction of the branches was concluded that it would be useful to be replaced.
