Teachers' thougts about impelentation of raising career steps

Abstract (EN)
The aim of this study is to identify the thoughts of the teachers in primary schools in Bolu province about the implementation of rising in carrier steps in teaching profession in 2005 ? 2006 academic years. The data used in this study collected from 223 teachers that identified by simple random sampling method from 604 teacher in primary schools in Bolu province. The datas collected by the questioners that prepared by the researcher is analyzed by descriptive statistic methods like percentage, frequency, mean and standard deviation and independent samples t- test and the dependent samples is analyzed by one way anova. According to the results of the study, the majority of the teachers have negative thoughts about implementation of raising career steps in terms of rise in their social status regarding respect and achievement, rise in the efficiency of teaching process, support of the development of commitment, increase in the job satisfaction and use of their abilities and skills. Moreover most of the teachers think that the implementation of raising career steps has not been discussed enough, the scales of performance evaluation are not reliable, teachers? roles in career steps are not defined clearly and explicitly and salaries are not arranged fairly. On the other hand, majority of the teachers think that implementation of raising career steps in teaching profession will cause dynamism to teaching profession, provide teachers professional rise and increase teachers? motivation towards their career development. Moreover, most of the teachers think that implementation of raising career steps in teaching profession will cause transgression of equality principle among employees in the field of education, result in political staffing in rating, decrease in collaboration among teachers, and push teachers to find out the way of getting training to be prepared for exams. The teachers? opinions regarding some items about implementation of raising career steps showed significant differences according to their gender and as to whether they entered the exam for rise in career step or not. The teachers? opinions regarding each item about implementation of raising career steps showed no significant differences according to their working environment, their length of service, their managerial experience and prize/punishment that they received.
