Ottoman governance understanding and social order according to the book of Kâtip (Clerk) Çelebi Düsturü?l-Amel li-Islâhi?l-Halel and Defterdar Sarı Mehmed Pasha?s Nesâyihü?l-Vüzerâ Ve?l-Ümerâ

As a result of the fact that the period of the Ottoman Empire which was named as ?Classical Period? or ?Golden Era? terminated, and problems emerged in the state institutions and social structure, Ottoman statesman were channelled to deal with this issue. Having lived in the strong period of the Ottoman Empire, these statesmen prepared reports including their opinions related to the recovery of the state.Kâtip Çelebi and Defterdar Sarı Mehmed Pasha wrote their abovementioned books in order to help solving the problems emerged in the state order and to transfer their experience as people who had served in the state.In these books which are named as Siyasetnâme or Islahatnâme, in order for the state to recover, it is required that Kanûn-ı Kadîm (Code of the Ottoman State) is implemented. The governing understanding and the social order to which the Islahatname writers wanted turn back is composed of ?adâlet dairesi? (circle of justice) and ?erkân-ı erbaa?
