In this thesis, optimal resource allocation model of Turkey?s energy system including environmental constraints has developed and alternative projections under the different scenarios till 2030 have presented. For this purpose, the national energy and environment system has analyzed, constructing a network model of the technological structure representing the current and future status of the system, production and technological alternatives satisfying the estimated demands for next years have been determined. As being modular oriented, a technical and economic model has been developed through inserting the primary energy sources like coal, oil, natural gas, nuclear and renewable energy to linear programming flow model and converting them in the secondary sector in order to satisfy an exogenously given energy demands of end-users such that industry, transportation, residential and agriculture sectors. Also, the model has also run as being subject to environmental constraints representing some environmental pollutants and the changes of CO2, SO2 and NOx emission values by sectors in same period have been analyzed. In this study, an energy environment optimization model EFOM-ENV, Energy flow optimization model with an environmental module, which was implemented to almost all the European Union member states, has been considered as the basic tool and, on which, the resource directive decomposition method is applied. In the proposed model, as for the demand inputs, those of the reference scenarios of the Ministry of Energy and Natural Resources (MENR) and FEC1 and FEC2 scenarios of the International Energy Agency are considered. The comparative results according to these scenarios have been obtained. Minimization of the effects of environmental pollutants and satisfying the sectors? energy demands with different primary energy sources are considered as objectives of the proposed model within the study.
