Abstract (EN)
Informal employment, whic is one of the main socio-economıc problems in Turkey, is the type of employment created by those who are in the active population (ages 15-64), who are personally involved in working life but are not subject to any insurance branch. While this type of employment has negative consequences for the worker,it olso couses heavy administrative fines if it is detected for the employer. The papulation working actively and registered in modern social security systems provides the financing of the population that is paid monthly from the system. Therefore, the İnformal sector undermines the financing of the social security system. Identification of workers employed informally by employers is possible throug social security audits. The aim of the study is to deal with social security within the scope of combating unregistered employment. To demonstrate how effective security controls are. In the study,1012 audit reports kept by soial security inspectors in Yalova province were examined. A field study was conducted by analyzing the results of 100 audit reports out of 326 audit reports, the subject pf whic is unregistered employment. According to the findings obtained in the thesis study, it has been determined that unregistered work is more common in workplaces where the number of employees is between 0 and 10 workers. Accordingly, it is thought that the tendency to employ informally decreases in workplaces where the number of registered employees is high. While the sector with the highest number of inspections is the manufacturing sector, it has been determined that the sector with the highest rate of unregistered work is the construction sector. It is thought that unregistered work in return for daily wages in the construction sector is more than in other sectors. Of the 117 workers identified as working informally, 39 are foreign nationals. It is noteworthy that more than one third of the unregistered workers are foreign nationals. Looking at the age range of those employed informally, it was found that the highest number of workers was between the ages of 20-24 and over 40 years of age. In our country where youth unemployment is high, it is thought that young people without work experience are more inclined to work informally than other age groups. Likewise, the fact that individuals over the age of 40 have difficulties in finding a job and that those who are retired think that their salaries will be cut push them to informality. In the study, 81% of the unregistered workers declared that they started on the inspection day, while only 21% declared that they started work before the inspection date. It is not suitable for the ordinary flow of life that 81% of the audits started to work on the same day. It is thought that the workers made a statement in this direction because they were afraid of the employer being punished and losing their jobs. In the study, it was determined that the communication channel with the highest number of complaints and notifications was ALO 170, and 60% of the notification was anonymous, and it was thought that the workers were afraid of the employer. In the study, it was observed that the rate of unregistered employment was 61% in case of inspection in the first 3 months from the date of reporting the complaints and notices to the Agency, 37 % in the first 6 months, and 7% in cases of 9 months or more. From this point of view, the sooner the complaints/notifications are audited, the faster the rate of detecting unregistered work will increase.
