Özet (EN)

Cyprus, the largest island in the Eastern Mediterranean due to its strategic location, has been wanted to be controlled by different civilizations throughout history and has been an unresolved international problem for more than half a century. Today, it is a multilateral international dispute over the possibility of unification of two separate states, which are Turkish Republic of Northern Cyprus and the Greek Cypriot Administration of Southern Cyprus. Federalism could not provide a solution to the "Cyprus Problem" that people tried to solve within the framework of federalism. "The Cyprus Problem" in the context of the theory and models presented in connexion with federalism is the subject of this study. First, federalism was discussed at the theoretical level, then the "Cyprus Problem" was set forth in a historical fiction in the light of the theses of the parties. In the last part of the study, the Cyprus Problem was examined with the differences and similarities of the alternative models on the federalist theoretical ground. In this regard, the hypothesis of the study was considered as "the basis of the Cyprus problem is based on an administrative conflict and that there is a relationship between finding a solution to this problem and establishing lasting peace and stability". In addition, the aim of this study, which seeks answers to the question "Can federalism ensure the continuation of unity in ethnically divided societies, different alternative models do you need it?", was to examine the development of the Cyprus Problem with the theoretical infrastructure of federalism and to discuss the solution proposals for the Cyprus Problem. The conclusion of the study is that the structure of federalism in Cyprus is not only a solution but also exacerbates conflict and therefore a multi-member alternative model is needed that includes the state form of federalism. This study used the descriptive analysis method by scanning the literature. Keywords: Turkish Republic of Northern Cyprus, Greek Cypriot Administration of Southern Cyprus (GCASC), Unitary State, Federal State, Cyprus Problem.
