The twentieth century was a time when both the industrial revolution and related technological developments affected human life. With this interaction, people's needs, ways of working and accordingly, their living spaces have been shaped. This change, of course, has also affected cities, leading to increased population density and transportation problems. Cities have become more complex and space constraints and the increasing demand for transportation movement paved the way for the development of various modes of transportation. Rail systems have started to be used as a transportation mode that stands out with its efficient use in cities. In this study, the right of way term and its types, which affect the efficiency that can be obtained from a tranportation system and the movement of rail system vehicles and have 3 basic types (type A, type B and type C), are explained; The applications that can be used for the improvement of type C and type B right of way are analyzed. Afterwards, a methodology is proposed for examining the service performance of stops on a tram line using AHP-TOPSIS and expert opinions, which includes the potential number of passengers (service area), compliance with the planned schedule (reliability), the comfort level of the passenger at the stop until the tram reaches the stop (comfort) and the ease of access to the stop (safety). An example of the use of the proposed methodology is given with its application on the Batıkent tram line.
