Authority problem in city planning; The case of Üsküdar

Urban planning; giving the city we live in its appearance, shaping the space, reproducing the city by changing or improving it with legal legislation; it is a method of directly intervening in urban housing, industry, commerce and public spaces. Urban planning is a goal to the extent that it enables citizens to live in cities with healthier, more durable, greener and easier transportation by responding to urban needs; It is a tool for achieving different goals of capital. Urban planning; it is social and social, but most of all it is political. For this reason, in this thesis, the authorizations of local and central actors who direct the city with their planning preferences, which are scattered and fragmented in the legislation, are examined and examined in a holistic manner. By revealing the conflicting and conflicting situations of authority in planning in urban space, it is emphasized that this situation leads to incompatible plans in the city, urban identity and planning understanding that cannot respond to urban needs. The urban area has been seen as a problem in power planning in terms of the distribution of planning authority to the actors, the use of the authority, the suitability of the legal bases, whether or not its authority in planning conflict or coincides with them. Comparative analysis was carried out by trying to include the old and new situations of the changing planning powers, especially with the Presidential Decrees after 2018. The problem of authority in planning was concretized by examining the authorized actors in planning in Üsküdar district, and an interview was conducted to the authorized actors in planning, and to the actors involved in planning the profession, expertise or academic field, even though they do not have legal authority in planning.
