Abstract (EN)

Open and green spaces play a wide and important role in urban areas. Some of these functions contribute to the society within the framework of the opportunities it provides directly to the users of the city and another part contributes to the nature in terms of the continuity of ecosystems and natural cycles. The zoning legislation directing urban planning in our country considers the social dimension of open and green spaces and sets usage-oriented norms and standards in this context. On the other hand, planning the open and green areas within the framework of the system understanding by ensuring the continuity and integrity of the ecosystem and preventing habitat fragmentation is of great importance for nature. The importance of the system approach and the need to plan open and green spaces in line with the ecological network understanding are frequently emphasized in the literature. Based on the idea that the system understanding should be sustained and strengthened at the scale of the city, in this study, the relationship between scales is tried to be defined based on the balance of protection and use. Considering the multidimensional functionality of open and green spaces, the broad spectrum of conservation-use balance conceptualization is limited to ecosystem continuity (conservation dimension) and rest (use dimension) in this paper. In this context, the relationship between urban and urban scales is defined in the design of open and green spaces and the design principles and criteria aimed at strengthening the system approach in the sub-scale are proposed. This study showed that when the green tissue, which is continuous on the urban scale, goes down to the urban part scale, the usage leg is dominant and the conservation policy is ignored and the green tissue breaks. Solutions to existing problems are expected to contribute to the planning of green road systems. Ödemiş District was chosen as the sample area within the scope of the thesis and the problem-specific problem determination and suggestions were carried out on the basis of this area.
