In today?s world, the insufficiencies of representative/liberal democracy and problems in failure of participation caused rapid improvement in terms of participation and representation globally. These improvements leaded to new investigations. Consequently, the aim was coming out of increasingly participation and diversities and especially citizens have rights of decision making process at local government. In this manner, by the governance occured of negotiator democracy which support sustainable urbanization and new public administration comprehension, city councils came out to aim public participation at local government.City Councils respected as a new practice in Turkey are examples for participant administration comprehensive at local government. İn Turkey, by Local Agenda 21, City Councils which occured as a civil society movement at the end of 1997 legalized with municipality law number 5393 at 2005. In this study, the composition of City Councils, respected as a new practice in Turkey, council?s bodies and council?s missions as an urban participation method will be examine by the examples of Ankara and Eskişehir City Councils.
