Abstract (EN)

In the changing world order, every country develops its conservation policies, along with its cultural policies, through some legal arrangements. In the axis of these arrangements lies `cultural heritage management? through sustainable, effective, and holistic approaches in urban conservation sites. In this process, although Turkey has a system based on accumulated knowledge and experience more than a century old, problems in urban conservation sites are ongoing. In the solution of these problems, `area management? through legal arrangements is foreseen.Through area management, the aim is to shape the conservation process according to the characteristics of the urban conservation site, to eliminate the problems through a holistic and participatory approach, and to designate the application methods in the process through the same approach. However, because application results of area management cannot yet be obtained in Turkey, the level of success/failure of the application process and methods cannot be evaluated. For this reason, the Beyoğlu urban conservation site, which is one of the first application sites of area management, has been selected as the study area; the projects carried out in this area have been evaluated in the light of heritage management, and the process and stages of area management, and organization diagram and operation process have been defined. As such, achieving an insight towards success in urban conservation has been aimed at. With this aim in mind, the literature relating to area management and to the study area have primarily been scanned, and the relating law, cultural heritage and heritage management, the different criteria, models, and plans have been investigated in this thesis. The area management applied in the study area has been analyzed according to the conservation site management plans of Edinburgh, Liverpool and old Corfu cities which are successful in this field.As a result, the efficiency of area management in the preservation and sustenance of urban conservation sites and in eliminating problems and/or demands relating to urban life and/or functions has been defined through the study area without the claim of generalization, and the shortcomings and deficiencies of the legislation relating to heritage management in Turkey have been determined.
