E-planning approaches within the context of governance- İzmir case

Abstract (EN)

In various parts of the world and in our country, different approaches relative to the concept of governance has been developed, also the term governance has been conceptualized in many ways. Consequently, these discussions created an environment for public participation in governmental processes. However, it is possible to take further steps for more effective and more transparent administrative structures. This thesis discusses and evaluates necessary technologies and their applicability for different planning and participation scenarios in terms of various governance approaches. For this reason, in this thesis the technology use ability of institutions in Turkey that integrate to the planning process and their position within democratic structure has been evaluated on the basis of a survey study. With the help of the questionnaire and the developed quantitative method, the development level of institutions has been compared. After detecting problems and potentials in current process, it has been questioned that ?what kind of urban government and planning model could be successful to solve problems?. Two models (one incrementally, other one comprehensive) have been developed. Next stage these two models have been simulated for case study area to comprehend the planning process will be exist after implementation of these models. In this way, these models have been compared with each other and existent system, to find best solution to transform into e-planning system.
