Abstract (EN)

The aim of this study is to state/reveal the level of management and organization problems at the enterprises producing replacament parts in Ankara Ostim Industrial District. This thesis is composed of five chapters.In the first part/chapter, the research subject matter will be explained and further information with regard to its purpose, importance, assumptions, limits together with relevant definitions will be given.In the second part/chapter, the following issues will be underlined: definitions of SMEs in Turkey, EU and in some other countries together with qualitative and quantitative measures used in defining the SMEs, the advantaged and disadvantages of the SMEs, the place and importance of the SMEs in Turkey and the world economy. The problems faced by the enterprises in the planning, organization, management, coordination, supervision and decision-making phases together with the problems in the marketing, human resources, research and development, accounting, production, procurement, finance, export, technology and institutionalization.In the third part/chapter, beside of general information on the research matter, its methodology, sampling and measuring tools are submitted. In the research, field research is used as a method. Field researches which are also known as descriptive researches include the views and evaluations of people on an issue.In the fourth part/chapter, a detailed information on the research which has been made through interviews, as based on survey sheets composed of two parts, held with 106 owners/managers of enterprises producing replacament parts in Ankara Ostim Industrial District as based on a survey sheet composed of two parts is given. In the first part of the survey sheet, by relying on the similar surveys prepeared earlier, demographic questions are raised in order to get the profile of enterprises and enterprise managers. In the second part pf the survey sheet, 30 questions are asked to the SMEs owners/managers on the issue of planning, organization, management, coordination, supervision and decision-making processes. The findings of the surveys are evaluated with percentages (%) and frequency (f). As a result of factor analysis, average, standard deviation and variance values are calculated on the following nine factors personel-personnel education-compatibility, organization structure, distrust to the professional managers, acting in accordance with experience and intuition, procurement of qualified personel, transfer of authority and responsibility, decision-making, specialization and the performance of human resources departments. The anaylsis of the hypothesis is tested with Ki-Kare independence test and the results are evaluated. According to the results of the analysis of hypothesis, there are significant differences between the independent variables such as age, education level, experience and the number of workers and management and organization problems. However, during the transfer of authority to the professional managers, experience period/duration is cited as ineffective.The findings prove that the enterprises in the survey are carrying the general features of SMEs, the owners of these enterprises have very high stakes at the management levels and also they are refrained from transfer of this power to professional managers, and also there is a problem of finding qualified personel in these enterprises.The fifth and the final part gives suggestions/recommendations on the issue of how the SMEs can use their management and organization talents/skills in a more efficient and fruitful way in accordance with the findings of the research.Key words: SMEs, Management and Organization Problems, Manager.
