Abstract (EN)
The consular institution is an important tool in protecting the interests of international law subjects in relation to each other. Besides the consulate, the diplomatic institution is one of these vehicles. These two institutions can not be interpreted separately. Because the consulate is based on the date of the historic diploma. These institutions are also complementary institutions at the same time. Historical developments need to be known in order for consular law to be well understood. Consular relations are now conducted through Consuls. The Consul is an official duty to protect the rights of the citizens of his own country as well as the economic interests of the state to which he is bound, except for his own country. The consulate can be defined as a government that maintains the commercial interests of a foreign state and fulfills a variety of official tasks and procedures that are not diplomatic. The main international text on consular relations between States is the Vienna Convention on Consular Relations of 1963. This treaty has the most comprehensive contractual nature of the consular institution. Various topics such as the establishment of consular relations in the Convention, the beginning of the referral of the consular members and the end of their duties, the immunity and privileges of the consular members and the duties of the consulates have been elaborated in detail. The subject of our work will be the consulate institution. The reference to diplomacy will be referred to when it comes to the aim of our work.
