Mortgage system as a solution of housing problem: An system analysis in Turkey

Housing that has social, culturel, technologic, economic and politic aspects provides housing rigth which is coming firstly later than food right in hierarchy of needs. Sometimes people can not take advantage of their housing rights. We see housing problem in here. Especially in underdeveloped countries, housing problem takes first line with the other problems as unhealty feeding, disease and poorness.The solving of housing problem is rely on variety of perception in different environments. Today?s capitalist world efforts to solve this problem as taking essential to demand rates. This problem is seen as demanding problem instead of housing need. Therefore various housing financial systems has occured. The Mortgage System is the one of them.The aim of this studying is to reveal the risks and opportunities of our country?s noninstitutionalized mortgage system for economy of Turkey. For this reason mortgage system has been analyzed and evaluated in terms of Turkey?s housing problem.Key Words: Housing finance, housing problem, mortgage.
