Ahmet Hilmi Nalçacı as a leading person in the development of municipality in Konya

Municipalities have great responsibility for preserving the historical, social and cultural values of a settlement and being a city that can sustain these values for future generations. The livable cities are based on the urban development plans, good management and mayors. The experience and good practices of the municipal administration and technical-administrative staff are crucial factors in this process. Besides the personality and personal efforts of mayors play an important role in the development of cities. Konya, one of the important cultural, art and commercial centers throughout history, has become an important center in the country with the rapid population growth and regional investments started in 1950s, while it was a city within the circular walls around the historic center a hundred years ago. According to the official records, municipal organization was firstly established in 1868 and continued uninterruptedly until today in Konya. Owing to good practices for municipal services and infrastructure, Konya is known as a well-planned city in Turkey. Between the years 1963-1969 is particularly important for the development of municipal organization in Konya. During this period, Ahmet Hilmi Nalçacı was the mayor, important decisions were made for the city and its future. In this context, the aim of this study is to investigate Ahmet Hilmi Nalçacı's life, his executive personality and the projects he realized or pioneered. The most important finding of the study is that the municipal organization of Ahmet Hilmi Nalcacı was matched with the principles of good management, such as governance and ethical leadership.
