Abstract (EN)
As a democratic and multi-ethnic state; human rights, especially minority rights, were organized according to international standards and important work was done on the integration of the Serbian minority in Kosovo, until its independence from the 1999 conflict and then in the Brussels negotiations. In this thesis, a conceptual framework has been created on the legal process, definition of minority and minority rights related to the protection of minorities in the international arena. How it is tried to be integrated has been examined. This thesis also examines why the Serbian minority resists integrating into society in the face of all these rights, and in this context, the effect of Serbia on the integration of Kosovo Serbs in line with its interventions in Kosovo. In particular, a detailed research was carried out on minority rights and integration in Kosovo as a new state established after the conflict. It will provide an important resource to the relevant staff on the reasons why Kosovo Serbs cannot integrate, the use of minorities in the internal affairs of another state, and how to try to resolve minority integration through diplomatic negotiations. Based on the analyzes made in the case of Kosovo, where the nationalist historical flow took place, this study claims to limit the implementation of the measures taken by the international administration (UNMIK) and the State of Kosovo for the integration of Kosovo Serbs, and to prevent the integration of Kosovo Serbs into Kosovo society. In this context, one of the most important reasons for the integration of Kosovo Serbs in Kosovo is the expansionist Serbian nationalism that has continued throughout history. For this reason, in this study, how Serbia's intervention emerged in the state-building process in Kosovo during the UNMIK administration and the effects of this intervention on the integration of Kosovo Serbs and the implementation of the Brussels agreement are investigated.
