Thematic Analysis of Village Headmen's Expectations from Local Governments Regarding Sports Services Aim: Although determining the expectations of village headmen regarding sports services constitutes the primary problem of this study, the purpose of this study is three-fold. The first of these identifies and explains the current situation in the villages. The other one tries to explore, conceptualize and explain how the concept of sports and sports services is perceived by the village headmen and the levels of cognition related to this issue. Another one determines and explains the expectations of village headmen from local governments regarding sports and sports services. Material and Method: Qualitative research methods are used. It is a qualitative method descriptive attempt, which uses the phenomenological pattern as a research design, and produces ideas on the causes of problems and possible solutions. This research is limited to 557 villages connected to the center in Elazig province in the Eastern Anatolia Region and research group consists of 250 village headmen selected by purposeful sampling method. Meetings were held with village headmen within the scope of the research. These interviews; enriched with natural observations, analytical notes and written materials. Content and thematic analysis were used in the analysis. Results: The analyzes were made in an in-depth and multifaceted synthesis of the Expectations of the Village Headmen from Local Governments on Sports Services, and they were analyzed as "The Current Situation in the Villages, the Awareness and Awareness Levels of the Village Headmen on Sports and Sports Services, the Expectations of the Village Headmen from the Local Governments on Sports Services". was expressed. Conclusion: Accordingly, within the scope of the research; In the current situation in the villages, approximately 94% of them do not have sports facilities and areas, sports or traditional organizations, tournaments, festivals are not organized, and they cannot receive local government support. Mukhtars have a high level of awareness and knowledge about sports and sports services. In this study, two groups of themes, positive and negative, stand out.
