Abstract (EN)

Many countries around the world face incidents that threaten their security due to political, economic and social crisis. These threats mostly target critical infrastructure systems that are vital components of modern societies. Communications, energy, water, health, transportation, finance and banking infrastructure are amongst these critical infrastructures. The disruption of their services might influence modern societal life. Today, many countries have started to conduct risk analysis and develop risk management plans for such national and international threats. In this study, a sample risk analysis study was carried out by using the CARVER method and The Vulnerability Self-Assessment Tool (VSAT 6.0) software for analyzing the drinking water infrastructure system of Izmir Province. The aforementioned methods and software was to determine risk levels of various components of the system. Using the CARVER method, surface and ground water resources called the northern and southern water resources of Izmir Province and their critical infrastructure components were examined under various scenarios and risk analyzes were performed. As a result of the analysis, the most important surface water source of the southern region of Tahtalı Dam Lake and the northern water resources of underground water wells were found to be affected from biological, physical, natural disaster and cyber-attack. The Vulnerability Self-Assessment Tool (VSAT 6.0) software was further used to conduct a risk analysis study on the Tahtalı Dam Drinking Water System of Izmir Drinking Water System. . The vulnerability of the system components against different threats was evaluated with VSAT software, and the current situation of the facility was determined by detailed risk analysis works. Accordingly, potential security gaps were determined and the precautionary measures to be taken were determined as a result of the analyzes.
