Abstract (EN)
Rural development has become an important issue on which governments lay emphasis because rural areas are seen as the source of the major national problems (unemployment, poverty and inequality in income distribution, etc.). Especially, rural area-community development and providing rural and community development develop collaterally. Therefore, from the proclamation of the Republic until today, a lot of studies have been carried out such as land and agriculture reforms, integrated rural development projects, community development application, etc in order to develop rural areas and projects have been implemented.The aim of this study is to evaluate KÖYDES Project, which is based on the fact that ,in order to fulfil the village infrastructure services, source is to be transferred directly from central government budget for the first time and these transferred sources are to be used in the time of need and by making suitable observations in the local area through Units that take services to villages without the guidance of a related ministry or intervention and all programs-projects run until today together and to put its differences from other community-rural development projects.
