Abstract (EN)

Today, the definition of the SME's, whose importance has been accepted in all of the world countries with a view of both productivity and employment, is having differnaces in each country and moreover in the various establishments and insitutions within these countries. This situation causes some problems on structural arrangements especially about the SME's which constitute the 99.5% of the total enterprises and 61.1 % of the total employment of the production industry in our country. Furthermore, the structural problems of SME's, such as production, marketing, financement and administration ones, also effect these arrangements and cause SME's not to use their existing potentials completely. Today, a lot of countries take some measures in order to increase the productivities of SME's and direct them towards exportation because of the reasons such as the increase on the consciousness of the consumer, the opportunity to find various products of good quality in the markets, the progress on technology, and the most important ones as the globalisation in the world and the progress on the difficulty of competition gradually. The main purpose of the measures taken is providing SME's to gain the resources for competition. Gaining resources to compete is only possible with reaching to scale economy and for this aim it is necessary to have various means and services. In order to constitute this structure, "being organised" appears as a solution. In this subject, a lot of countries select various models for exportation activities and especially to direct small and medium scaled enterprises towards exportation and getting to be organised. Also in our country, various methods have been selected ( such as, foreign commercial corporations, foreign commercial corporations with multi partners, sectoral foreign commercial corporations) in several periods, presently foreign commercial corporations and sectoral foreign commercial corporations have been applied officially. However, in order to direct SME's towards exportation and unite them under a framework, first of all it is necessary to research the structure of SME's in our country, determine their problems and needs, create the feeling of trust and cooperation, give information about being organised and of course, support them in this matter.
