Reflections of health and global health policies on health in pandemic processes in a globalizing world

Globalization is a concept and process that has experienced radical changes and transformations in economic, social, political and political terms, that affects all the nations of the world as a whole, that experiences a rapid movement as a result of changes in transportation and information technologies, and is also a much-debated concept and process. Globalization began to be seen primarily with the neoliberal policies implemented in the field of economy. Then, it continued its existence with models, policies and actions created in every social, cultural, political and political field in a rapid process. Over time, globalization led to radical transformations in the lives of nations and the basic building blocks of nation states, with the contribution of oligopolies and the important actors of the process. The service sector, which is the combination of vital elements such as health, education and infrastracture, which constitute the main mechanisms of nation states, was most affected by the values and myths of the new world order created by the important actors of the process such as global oligopolies, World Health Organization (WHO) and the World Bank (WB). In particular, health has been greatly affected by the globalization process in terms of both the health services provided and the policies implemented. Transformations in health, health services and health system shaped under the shadow of global policies, prevented equal benefit from health services and inclusivenes provided as a result of imposed policies and models, making groups at risk in the society and poor countries with low socioeconomic welfare become the losers of the process. At the same time, it laid the groundwork for the structure of the health system to be created far from the understanding of the social state. Pandemics are global epidemics that affect a large number of people and have very high mortality rates. The main reasons for the accurance of pandemics; finding clean water as a result of people's sedentary life, problems in sewerage and waste systems and unplanned urbanization. In addition, the results of people interacting with each other are among the important problems that pave the way for the information of pandemics. In the pandemics experienced throughout history, it is seen that the resources of some societies have been buried in the dusty pages of history, and some forms of government have completely changed. Revolution, innovations especially in the field of communication and transportation, unplanned urbanization experienced with the transition from agricultural society to industrial society, factoryization and the destruction of natural habitats paved the way for the globalization process. As a result, radical transformations began to occur in the structures of pandemics. Thus the nature of the risks we are exposed to due to globalization trends and pressures has changed and risks have become a part of our daily life. Pandemics occuring today open the door to many socioeconomic, sociocultural, political and political transformations. At the forefront of these transformations is the economy-oriented changes. These are socioeconomic transformations that include important problems such as economic policies of countries integrating with each other due to global networks causing contractions in production, economic pressures arising from global trends and the profit-oriented structure of global economic policies causing citizens to have to have problems in their purchasing power and loss of job and income. The second important transformation is the changes in the understanding of the nation state. The first solution proposals that come to mind in the fight against pandemics are the steps to be taken and the policies to be implemented by the nation states, the implementations and policies such as the states that have assumed the role of actors in the globalization race, focusing only on actions aimed at protecting their own citizens, and closing their borders to other countries, and that the only solution in times of crisis will be the nation-states reinforces the fact that there are steps. As a matter of fact, in the Covid-19 global pandemic process, the results such as the leading countries in the globalization race to be among the countries that lost the most, their inability to display to global actor performance expected from them, and the health policies created by the pressures of global trends caused the collapse of the health systems of many countries proving to be important for the future. The third is that groups at risk in the society become the most losers in the process due to the global policies imposed, and the problem becomes more and more inextricable with the inclusion of countries with low socioeconomic welfare, who are exploited by global trends, to this population. The fourth transformation is that unemployment, which occurs as a result of the unequal distribution of resources, both causes disruption in production during the pandemic processes and the serious increases in the rates of those who lost their jobs due to quarantine measaures negatively affect the lives of individuals. The fifth transformation is that globalization trends negatively affect the agricultural sector, causing serious decreases in agricultural production and consciously ignoring the damage to human health caused by the excessive increase in hormone food production. The sixth transformation is the fact that village children and children of families with low economic welfare have problems in accessing the distance education process applied during the pandemic processes, and groups with low socioeconomic welfare are deprived of their right to education. The seventh transformation is the changes in the mental health and sociocultural life forms of individuals with the Covid-19 pandemic, the increase in the alienation of human beings from himself, nature and the environment with the adoption of an isolated and completely online lifestyle, and thus the deadlocks of modern life reach very high dimensions and make human life difficult. All these transformations show that the damage caused by globalization trends in human and nation-state mechanisms has peaked with global epidemics and the ''progress train'' discourse does not reflect the truth. When the Covid-19 pandemic process is considered in the context of health, it is an important process that shows the fact that the global health policies imposed by global oligopoly and actors are inadequate and dysfunctional, the health systems of many countries have completely collapsed due to these policies, and many people have lost their lives. It is among the important facts that cannot be ignored that the structures of global health policies that are far from justice, equality, equity and inclusiveness have serious effects on mortality rates, and that these effects cause severe negative consequences, especially in groups at risk and in countries with low socioeconomic welfare. This process leads to the re-questioning of the importance of the nation-state understanding, revealing the need for health policies health and system compatible with the social state understanding. In addition, it is seen that global health policies have corrosive effects on the health services and health system offered as a whole. Therefore, solutions such as free vaccination, providing free health services, observing the health rights of groups at risk, giving importance to healthy urbanization practises such as clean water, hygine and sewerage, taking steps to help protect the balance of the ecosystem by protecting natural habitats and forests, in line with the understanding of the social state, it is seen that there is a need for ''fight against the epidemic'' policies that include. It supports the idea that there is an urgent need for multidisiplinary, inclusive, fair, functional and effective policies that are compatible with the national, social state understanding led by science and that the implemented health policies should be free from global trends and pressures.
