ABSTRACTMaster ThesisThe Globalization ProcessandThe Health Policies In TurkeyÖzge ORHANDokuz Eylul UniversityInstitute Of Social SciencesDepartment Of Public AdministrationProgramme Of Public AdministrationHealth, like education and social security, is one of the importantresponsibility areas that the government has towards its citizens. When it isthought that the development of a society is only possible with healthy peopleand the level of health is one of the basic indicators of a developed country, theimportance of health is understood more clearly. From this point of view thepolicies that are produced and applied in the field of health come to be veryimportant itself.Especially the developments that are experienced in the world since1980?s required the re-explanation of the state?s role and reforms in publicadministration. The health services without doubt have been effected with thenew role of the state, that is defined as withdrawal from the production ofservice and taking the responsibility of regulation. Total quality management,governance, decentralization, flexible employment and privatizationapplications that are presented under the consept of ?public management? and?new public management? and qualified as the openings of the globalizationprocess have been effective on health policies. The goals have been determinedin the frame of the programme and projects of the fundamental actors of theglobalization process, International Monetary Fund and World Bank. It?sclearly seen in ?Health Transition Programme? that specific effect ofinstitutions, which are discussed, still continue.viThe finance and lack of personnel, which are the basic problems in thefield of health, that?s, the unbalanced distribution of personel, are tried to besolved out for nearly 30 years in the frame of state-market relationship. In thisparallel health is tried to be taken out from the public field, which is in themonopoly of the state, with the policies of deregulation; the applications of thestate in this field are tried to be constricted or abolished, consequently it?s seenthat the borders of a social state principle are forced. That the individual andpublic health can be provided only with the policies regarding marketstipultions can?t thought as the only way and producing fair, reasonable,balanced policies concerning health has vital importance.Key Words: 1) Globalization, 2) Deregulation, 3) Social State4 ) Health Service, 5) Health Transition Programmevii
