Provision of basic income in the context of prevention of working poverty in the globalisation process: Turkey and selected OECD countries

With globalisation and technological developments, the inadequacy of modern welfare state systems in solving today's problems, the increase in individuals without income security, and growth policies that do not create employment have initiated the search for new policies in social policy. In this search process of social policy, basic income practice constitutes the widest area of discussion. The concept of basic income offers a potential solution for eliminating income inequality and improving social protection in the context of preventing working poverty. The multifaceted nature of poverty, including welfare problems, social exclusion and deprivation, highlights the need for comprehensive interventions to prevent working poverty. Basic income schemes are seen as a transformative policy to prevent working poverty and enhance human dignity. The basic income practice, which has come to the agenda more frequently as the economic effects of the Covid-19 pandemic have initiated a transformation process in the labour market, has the potential to provide people with a kind of financial security and freedom through cash income transfers to be made to really low income groups in times of crisis. An important part of our thesis emphasises that basic income is an alternative to the problem of working poverty and income inequality in the new world order. This study is an original research in the context of revealing the current situation of working poverty on a global scale and presenting basic income as a solution proposal. It should be noted that there is a data limitation in our study, which deals with basic income in the context of working poverty. A model that we can express as a complete basic income model is not applied in any country.
