Abstract (EN)
In today?s world all the states (new or old, poor or rich, centralized or non-centralized), are effected by developments which erode their powers and sovereignty. Globalization expresses a change and development process to be taken into consideration by nation-states and its public administration units which are administration instrument of nation states. These factors which effect and erode states are mostly related with processes which form globalization. Globalization process charges nation-states with new duties by transforming them or expects them to maintain their particular duties in accordance with its interests. That is why, it was not aimed to support or oppose globalization in the current study. It was intended to contribute to the projection and implementation of the policies by our country which would help our country in gaining the best advantage from the globalization as it is case with developed countries by taking into consideration the dynamics of the geography it is situated.In our study, it has been examined how nation-states and public administration have changed legally, economically, politically and administratively with globalization, factors which played role in this process, the interaction of these factors and the effect of this interaction on the organization of our state in the period after 1980. In our thesis, it has been concluded that nation states world is changing, globalization is an important reason of this change, globalization changes the roles of the nation-states, the relations among the nation states and other actors in global political system in different ways, this change erodes traditional absolute sovereignty which is within clear-cut boundaries, globalization weakens capacity of nation-states to implement independent economic and social policies, but states continue to be ?sovereign? even if it is not in traditional sense and globalization still gives states considerable amount of autonomous space and it provides states with new control areas to increase national competition.Key Words: Globalization, change, nation states, public administration
