Analyzing the change of social policies in European Union and Turkey in the process of globalization

The change appearing at the means of social policy in EU and Turkey in the process of globalization and the analysis of this change constitutes the subject of our study. The concept that we have used to express a continual and systematic change, globalization, has affected the all areas of social life from the beginning of 1980s. Firstly, the concept was used to Express only the economical change and then it has started to be used more comprehensively and affected all social science disciplines. But the relation between globalization and social policy has a more different characteristic than the relations between globalization and other science disciplines. Because the social policy is a multidisciplinary science it has experienced the effects of globalization more comprehensively. The effects of globalization at the social policy means have appeared in all societies whether they are developed or not. In this process, it is said that nation state and welfare state which is its modern application is responsible fort he problems occurring. After the World War 2, the trade unions the most important actors of the successful in industrial relations system have been affected by this change also and they have become powerless. Becoming powerless of the actors that are the main determiners of social policies completely or partly has increased the uncertainties and worries about the future of social policies. Injustice and inequity that globalization has formed has also caused the changes of the subjects of social policies. With increasing inequity social policy which is interested in the arrangements of working life has inclined towards the subjects such as poverty and the conservation of disadvantaged groups. While social policy means are becoming powerless new organizations have occurred. Some of these organizations have been composed of the international organizations which are seen as the appliers of globalization. These organizations have left some suspicious in minds because of their functions and important social policy solutions have not been expected from these organizations. And other formations have been composed of non-governmental organizations. The developments show these organizations have been in the process of being the effective actors limiting the demands of market.
