Abstract (EN)
This study aims to examine the factors that may cause brain drain from the perspective of institutional economics. The causes of brain drain are explained from the perspective of the home and host country, through the push and pull factors. While explaining the push and pull factors, formal and informal institutions are taken as basis. While doing this, two traditions of institutional economics were used. Formal institutions were explained through the new institutional economics; Informal institutions were explained based on old institutional economics. As a result of the study, it has been seen that institutions have a direct impact on the brain drain decisions of highly skilled people. This study proves that people migrate not only for money or better career conditions but also for the betterment of many formal and informal institutions.
