The relationship between institutionalization and risk management-Agriculture and Rural Development Support Institution

When we say institution maturity, we can think of institutionalization. When the institutionalization process is completed, the decision-making process accelerates. When the decision-making process is accelerated, it becomes clear that institutionalization is an indispensable element for companies. It can be said that institutionalization is not only for the institution. Institutionalization has something to do with all stakeholders of companies. Evaluating institutionalization in terms of company employees, managers, bosses, companies and consumers will ensure full institutionalization. Of course, although institutionalization seems to be complemented by this, the important thing is to ensure its continuity. Each organization has certain risks. As long as these risks are well managed, the realization rate of the risk decreases. This prevents the emergence of problems. The growth and development of institutions accelerates by identifying these problems in advance and taking precautions. Institutionalization accelerates this development and ensures continuity. In public institutions, the purpose and function, the link between the state and the citizen, and therefore the change in public administration, have revealed a new understanding of governance, which is explained by a citizen-centered public service approach. This change is indispensable for fulfilling the requirements not only by enacting laws but also reflecting them on social, political and economic culture. This reform process also affected the tools used by the administration. In order for this reform process to reach the desired objectives, strategic planning, performance based budgeting, transparency in financial management should be used effectively and internal audit should be functional in the institutions. In this study, the relationship between risk management and institutional maturation and its functioning within the Agriculture and Rural Development Support Institution have been studied.
