Abstract (EN)

In the study, the theoretical structure of classical parliamentary system and the application of the separation of powers, were examined in a historical integrity. This theoretical framework of the classical structure of the system of parliamentary institutions and their relations with each other are discussed. In the light of this data, the existing institutions of the Turkish parliamentary system and the constitutional position and relationships with each other, have been revealed. These relationships, system to reproduce itself in the process of emerging trends in the strengthening of the executive, separation of powers and parliamentary practice is discussed in terms of their effects on my site. Turkish parliamentary system, parliamentary system is different from the classical features of constitutional structure and political system because of the crisis by strengthening the authoritarian tendencies of transformation processes to produce and to carry out these processes, especially emphasized. The system to reproduce itself in the process are the effects of internal and external dynamics. Dynamic power conversion process is not only due to political and social changes, but also in the capitalist system in the process of capital accumulation and distributional effects on different models of state organization is discussed. Especially in Turkey since the 1980s and 2010s years of execution steps to strengthen the results achieved are discussed. As of the current situation is still to be implemented in a semi-presidential system, this application requires the current state of the presidential system with a strict separation of powers or take over existing properties and the way the presidential system, sought the answer.
