Abstract (EN)

Legislative performance refers to the role of legislatures in the policy process. If a legislature plays an active role in the policy process, this indicates a high level of legislative performance. Legislative performance can be determined by asking whether a legislature has the capacity to influence policy and whether it uses this capacity. The active role of legislatures in the policy process ensures the effective participation in the policy process not only of the majority that constitutes the executive, but also of many actors representing a large part of society within the legislature. This study provides an understanding of the mechanisms that allow legislatures to participate actively in the policy process. The view that the policy influence of parliaments is weak in parliamentary systems is generally shared in the literature on legislative performance. In order to test the accuracy of this generalization, the parliaments of the United Kingdom and Sweden, which are governed by parliamentary systems, were compared in terms of their legislative performance. To determine the legislative performance of these two parliaments, David Arter's set of questions was used. The analysis concluded that the legislative performance of the UK Parliament is low while that of the Swedish Parliament is high. The high legislative performance of the Swedish Parliament shows that the general view in the literature that the policy influence of legislatures in parliamentary systems is weak is not correct.
