Abstract (EN)

This study aims to observe the relations between the state and democracy by considering them as processes. It has been discussed whether democracy is a complementary component of the state as a form of government or a process that develops independently of the state, and answers are sought to the questions of whether the state includes democracy or develops against democracy. To be able to evaluate democracy and the state together, and for this, we have tried to make a critical reading of the original discussions mentioned above and the theories on these issues. It has been discussed within the framework of critical readings if the power relations are an ultimate moment that the demotic structures must reach in an internal dynamic way. Moreover, in this context, the concepts of politics and power, as well as the forms of horizontal and vertical relations, have been attempted to be apprehended through community relations. At this point, views that power and state may have developed as a result of force and conquest, and not as a necessary result of the internal evolution of the community, were also discussed. Accordingly, it has been attempted to discuss whether democracy will be possible within the structure of the central state, considering the state and democracy not only as institutional structures or stagnant concepts, but as living and dynamic processes in community relations.
