The problem of surface reconstruction has recieved significiant attention from recearchers in computational geometry. Unorganized point cloud that has produced from laser scanner datas is noisy and scattered.During the scanning process, sample points that have been collected according to specific parameters are correct for X,Y location but Z coordinate value has affected by the material of the scanning surface and some other effects. Sometimes these effects are low but occasionally these effects are very high values.We describe a new algorithm for the reconstruction of surfaces from unorganized and noisy sample points in R3. Our ?Noise Elimination Algorithm with Z Transformation? has eliminated noise from noisy point cloud and it turns more useful for reconstruct a smooth surface.In this way, the surface structure which can?t be seen on the point cloud that has been obtained after the scanning process has become more useful. Regenerate noiseless point cloud that has been produced by ?Noise Elimination Algorithm with Z Transformation? is triangulated by embedded 3D Delaunay Triangulation algorithm and reconstructed 3D surface or objects. Then, more useful and precise object model could be obtained.
