Perception of teachers on the bureaucratization level at high schools (Case of Bolu)

In this descriptive survey model study, it is aimed at determining the perceptions of high school teachers in terms of bureaucratization level at schools, identifying whether these perceptions show any difference in accordance with teachers' personal characteristics and types of schools. The universe of the study consists of total 726 teachers working at high schools under the Directorate of National Education in Bolu province in 2012-2013 educational year. There is no sampling in this study and all the target population is studied. The data necessary for the study is collected through "Scale of Bureaucratic Properties of Schools" developed by Öztürk(2001). In the data analysis procedure, so as to determine the differences of perceptions between the groups, t-test and one-way analysis of variance (ANOVA) were used. When there is a significant difference according to the variance analysis, Scheffe test was used to identify the source of the difference. To determine the relationship between the sub-dimensions of bureaucracy, Pearson Product-Moment Correlation technique was used. At the end of the study, the following findings were determined: 1. There is no significant difference between the perceptions of high school teachers in terms of bureaucratization level at schools in terms of gender and field of study variables; however there is significant difference in terms of the variables of age, professional seniority and type of school. 2. There is no significant difference in the perceptions of teachers related to bureaucratization level of bureaucracy hierarchy of authority dimension in terms of the variables of professional seniority, type of school, field of study, gender or age. 3. There is no significant difference in the perceptions of teachers related to bureaucratization level of bureaucracy rules – arrangements dimension in terms of the variables of gender, professional seniority and field of study; but there is significant difference in accordance with the type of school and age variables. 4. There is no significant difference in the perceptions of teachers related to bureaucratization level of bureaucracy objectivity dimension in terms of the variables of gender, type of school and field of study; but there is significant difference in terms of age and professional seniority variables. 5. There is no significant difference in the perceptions of teachers related to bureaucratization level of bureaucracy procedural features dimension in terms of the variables of field of study and professional seniority; but there is significant difference in terms of gender, age and type of school variables.
