As different procedures are being applied to enhance every managerial methods in current competitive environment, the pioneering of this progress in logistics have been settled in the history on the first quarter of 1990s and the fundamentals of ?Velocity Management in Logistics? have been laid in the Gulf War. Velocity management (VM) in logistics; that part of the supply chain management process that plans, implements, and controls the efficient, effective forward and reverse flow and storage of goods, services, and related information between the point of origin and the point of consumption in order to meet customers? requirements, including the activities? mess of inbound and outbound transportation management, fleet management, warehousing, materials handling, order fulfillment, logistics network design, inventory management, supply/demand planning, and management of third party logistics services providers strives to gain superiority in logistics at global scale while providing hedges against unforeseen interruptions in the logistics pipeline by leveraging information technologies and optimizing these processes.The aim of doctoral dissertation in this sense, by way of an exploratory study, is to expose how velocity is formed/required in the processes of a global logistics player in examining the integration of logistics, total quality, information technologies and the processes which compose velocity where competitive structures based on velocity management most felt themselves by utilizing a technical program. For this purpose, MATLAB® software which benefits C++ programming language has been preferred.In the first chapter of the doctoral dissertation, the theoretic frame of the thesis has been emanated and logistics management and strategies have been elucidated. Together with the introduction of logistics and supply chain, the functionality has been deliberated without detailing. In continuation, logistics analysis and decision making process have been observed in operational dimension and the functions of other logistics players have been noticed.In the second chapter, the practical areas and strategies clinching the integration of VM have been discussed vis-à-vis the rules and approaches pertaining to total quality management. At the end of a broad literature survey, the associating portion related to logistics and quality management of enterprises and the components of quality strategies in logistics have been classified.In the third chapter, the practices of information technologies in logistics have been set; the system relevance has been scrutinized within the aspects of development, management and architecture of information technologies in contemporary managerial understanding.In the last two chapters, the historical background and the progress of VM, the requirement of velocity in logistics, the economy and the analysis of velocity and e-commerce and business strategies enabling velocity have been adverted in the way of managerial conclusions of velocity; strategic requirements completing velocity have been described as well. Through the modeling and matrices study depicted at the end of fifth chapter, it has been pointed how a global player in logistics arena ensures velocity by improving current business process and the enhancements obtained from the implementation of thesis have been attracted into consideration.Key Words: Velocity Management, Total Quality Management, Competition, Logistics, Information Technologies, Supply Chain Management, Strategy.
