This study aims to evaluate the contribution of in-service trainings Ministry of Education to primary schools by (primary) school teachers and administrators through various variables. To achieve this, 309 administrators and teachers from primary schools in Kartal, Beykoz, Kadıköy, Üsküdar, Eminönü ve Ümraniye districts Education Directorates were chosen haphazardly. A survey prepared by researchers and accepted as credible by experts was used as data collecting tool. The data was analyzed by SPSS.When the data was examined, it is seen that there are significant differences for teachers and administrators according to all variables (age, sex, position, type of school, seniority, number of in-service training courses). The most positive answers by teachers and administrators to dependent variables are mostly as follows: ?I think in-service trainings are not for certain fields.?, ?I think that in-service trainings are insufficient and not effective because of reasons like insufficient grants, and etc.? , and "I think in-service trainings are programmed without any needs analysis.? The most negative answers by teachers and administrators to dependent variables are mostly as follows: "I think in-service trainings do not help teachers improve their ability to solve any problems that may occur in their careers.", "I think there is no a coordination between In-Service Training Office and State / Province Education Directorates " and "I do not think that the staff who perform and evaluate in-service trainings have the required abilities and qualifications." In the study, findings of the analysis were discussed and some solutions were proposed.
