Mahmut Şevket Pasha's leadhership in Action Army and propaganda activities on 31 Mart

The incident which is mentioned in literature as 31 March Incident because of occuring on 31 Martch 1325 according to the julian calendar, apparently it was a reactionalist riot. The Action Army which was in Salonica to suppress the riot, was effective in taking over political administration to the Committee of Union and Progress thereby military power after it suppressed the riot. Mahmud Şevket Pasha who was the commander of Action Army, became the most mentioned character of the period not only with military moves but also the steps which interfered in political strategies through the media, presented his view as the sole guardian of Constitutional Monarchy. The Second Constitutional Monarchy which was declared as a result of military pressure did not meet expectations and there were events that contradicted the Second Constitutional Monarchy's slogan "freedom, equality, brotherhood". As a result of the Second Constitutional Monarchy, Mahmud Şevket Pasha who had good relations with the Committee of Union and Progress led to take over politics to the military which should have been in the hands of civilians. Press which was the most advanced tool of the period was used effectively by both groups. After all, Mahmud Şevket Pasha who suppressed the riot and took over management, continued his propaganda activities during and after the 31 March riot. Mahmud Şevket Pasha who was an orator and influencing the community with his style, used this skill extensively in his propaganda.
