MEB okullarinda kalite yönetimi ve uygulamanin değerlendirilmesi üzerine bir alan araştirmasi

This study, which is on Total Quality Management Implementations in Education Institutions and Assessment of the Model through the Excellence Model; Total Quality Management (TQM) and Excellence Model which is its assessment tool that is implemented in different countries, in public and private institutions in the dawn of the 21st Century, and through which important achievements are gained in terms of management have been addressed.The term ?Quality? has primarily been clarified in this study, and theoretical information about the pioneers of quality and their doctrines has been given. Quality indicators have been addressed separately in manufacturing and service sectors. Other issues that are addressed in the first chapter are: (crystallized) Contemporary Management Approaches, the development, definition, and philosophy of Total Quality Management Systems and also quality organization and self-evaluation issues.In the second chapter of the study, implementation steps and examples of TQM in pre-schools, primary and secondary education institutions under Ministry of National Education as well as in the universities have been given. Moreover, information on other models being used in the assessment of the performance of the institutions has been given and assessing the institutional performance of education institutions implementing TQM through excellence model, which is one of these models, have been explained.Section 3, bearing the heading ?the field study on assessment of education institutions implementing TQM under Ministry of National Education through ?excellence model?, covers the objective, importance of this study as well as its total field under survey, its sample and research method. The findings and the evaluation of the research outputs have been addressed here.In the field study realized at the end, school principals and TQM provincial formattors (trainer.trainers) taking part in the ?best quality school of the year? competition have pointed out their opinions on ?excellence model? criteria used in the measuring the institutional performance of the education institutions in terms of the functioning of the school in general and its using the resources effectively by evaluating the questions used to measure the satisfaction of the stakeholders of the school.I hope this study would be beneficial for the education environment.
