Abstract (EN)

Parliamentary Inquiry, one of the ways of obtaining information and supervision by the assembly, has been discussed in the literature but Parliamentary Inquiry Committee Reports have not been evaluated. The main purpose of this study will be to examine the Parliamentary Inquiry Committee Reports debated in terms of rule of law. Reports prepared after research reveal the results and the findings of the research and give the research a material existence. In this sense, reports are the primary quality tools. The thing which makes the reports meaningful is debating the reports in the Plenary. Until today 121 inquiry committee reports in total have been discussed in Turkey. 63% of these reports are directed at the intellectual foundations of the rule of law. Reports on the prevention of arbitrary regime take the first place, reports on the protection of human rights take the second place, reports on providing legal security to the governed take the third place. In this study it seems that parliamentary inquiry committee reports are largely directed towards the intellectual foundations of the rule of law. In this respect, it can be said that the parliamentary inquiry is an effective mechanism in the implementation of the rule of law principle.
