Abstract (EN)

Strategy is used to mean the path and method to be followed to reach the determined goals and objectives. In any organization, a strategic planning process must be established in order to be able to talk about the existence of a strategy in a clear way. You should have wellprepared strategic plans in order to reach the targets determined at a certain cost in a certain time period and to carry out this process in a healthy way in every moment of life, in an individual, institutional or public area. Strategic planning is the process of establishing and reaching the targets foreseen in the future by determining the data regarding the current situation of the institution or organization. After the publication of the Law No. 5018 in the Official Gazette, the strategic planning process was started in the Ministry of National Education, where education and training activities are carried out, and a strategic plan covering the years 20102014 was prepared. Then, the second strategic plan to cover the years 2014-2019 and the third plan to cover the years 2019-2023, which is still in effect, were prepared and put into practice to guide the basic policies of the ministry. A fundamental and important responsibility of the Ministry of National Education, which entered the strategic planning process with the Law No. 5018, is to carry out the education-training process in a healthy and successful way throughout the country. An important part of this process is the curriculum. Curriculum has the feature of being a basic guide on how to do the education-teaching process. It is also an important document that includes the standards of the education process. Curriculum with a general definition; It is defined as the process of experiences that includes all the activities designed to teach a lesson to individuals. A curriculum basically consists of the objective element, then the content determined for the acquisition of the objectives, then the teaching-learning process that determines how the gains will be gained, and finally the elements related to the test situations. Considering both the importance of strategic planning and the content and importance of the curriculum, it can be said that strategic planning and curriculum for the Ministry of National Education play a very important role in the management of the education-teaching process in a healthy, planned and desired format. Within the scope of the general purpose of this research; The contents of the objectives and targets of the strategic planning made by the Ministry of National Education between the years 2019-2023; how it caused the change of the curricula that were in force and planned between these years, what effects it left and how it affected the elements of the curriculum, how and to what extent the objectives in strategic planning and the strategies put forward for the realization of these goals and the activities carried out changed the curriculum and its elements have been researched. The research was carried out using document analysis study within the framework of qualitative research methods.
