The problems faced and solutions proposed by the national education ministry supervisors through the supervision of psychological counselling and guidance services at secondary education institutions

The aim of this study is to determine the supervisory problems that are faced, and to obtain the suggestions that are made by the Ministry supervisors to overcome the problems, during the supervision of the psychological counselling and guidance services of secondary school administrators and guidance teachers; and also to develop recommendations along with the results in order to increase the efficiency of the supervision of psychological counseling and guidance services.This is a qualitative study. The research is carried out via a survey method. In order to determine the problems faced by the Ministry supervisors, during the supervision of the works carried out by the principals and guidance teachers at secondary schools, related to the psychological counseling and guidance services, the views of the sample of the Ministry supervisors were obtained through an interview technique.The research sample consisted of 315 head supervisors, and assistant supervisors (262 in Ankara, 19 in İzmir and 34 in İstanbul) who are working at National Ministry of Education. Since this is a qualitative study, which is carried out by taking the opinions of supervisors, 40 volunteer supervisors were interviewed. These supervisors have sufficient level knowledge and experiences about the problems that are faced during the supervision of the works, related to the psychological counseling and guidance services of secondary school administrators and guidance teachers; and they also are eligible enough to make recommendations to overcome these problems. By using semi-structured interview technique; 9 questions were asked to supervisors during a face to face interaction, and the replies were recorded in order to prevent data loss. Important results were reached in the end of this study. It was detected that some of the Ministry supervisors did not pre-interviewed with the supervisees before the supervision due to the shortage of time; pre-interview was important in order to reach the aims of supervision; the supervision of guidance services could not always be carried out by supervisors who had an undergraduate degree on that branch; some difficulties were experienced in the communication and collaboration process related to the supervision of guidance teachers and other personnel; professional competence of guidance teachers should be increased; school administrators could not realize their duties and responsibilities about guidance services etc. are some of the results that are reached.Some suggestions were made according to the results obtained of this study in order to reach effectively the supervisory goals. Some of these recommendations may be cited as: adequate importance should be attached to pre-supervision; supervision should be realized by the supervisors graduated from the same branch; the professional competencies of supervisors should be enhanced through in-service training, the regulations should be updated, and the like.
