The most important requirement for a country to be independent and disincentive is having the capability of self-defending and building a strong defense industry. Turkey has a strong and respected army in its region and around the World. Turkey is also the second biggest army of NATO and one of the most important powers that is capable of actively serving in most problematic regions of the World. Although Defense Industry has gained importance and been regarded as one of the fields that requires improvement especially after Cyprus War, there has been no remarkable improvement in this field so far. In order to address the needs of Turkish Armed Forces and Defense Industry, a new model has been developed. Within this concept, Defense Industry Fund was established in 1985 in order to supply money source. In addition to this, in order to run Defense Industry projects Defense Industry Improvement and Support Administration was structured and Higher Coordination Committee and Defense Industry Execution Committee were established as well. In 1989, Defense Industry Improvement and Support Administration was restructured and named as Ministry of Defense Industry Undersecretaries. During this period some important projects including F-16 (1987), Armored Vehicles (1988), Mobile Radars (1990), F-16 Electronic War, HF/SSB transmitters, CASA Transportation Aircraft (1991) were implemented. In order to run these projects some institutions such as TAI (1984), TEI (1985), MİKES (1987), FNSS (1988), MARCONI Communication (1989), THOMSON-TEKFEN Radar (1990) were established. After the approval of documents like "Turkish Defense Industry Politics and Basic Strategies" and "Strategic Plans (2007-2011)" by Council of Ministers in 1998, Turkey's vision concerning Defense Industry has been clarified with the Sectorial Strategy and Exporting Politics documents. Despite the successful and promising projects run by Defense Industry, there has been no significant improvement concerning national aircraft project yet. In this study, SKUNK WORKS project group belongs to Lockheed Martin Company which is the most successful company in terms of fighter aircrafts ,and the group's working principles will be studied in detail. Some of the companies of Turkish Defense Industry will be studied to find out how much they follow the same principles and some of the projects of Turkish Defense Industry will be examined as well. The purpose of this study is to provide perspective support in terms of project management. The aim is to investigate 'Skunk Works' project methodology to produce high-quality and innovative products with national and aerospace industry. This research is also considered as a work that can be utilized by the various institutions and organizations of the Turkish Armed Forces. Admittedly, one of the expected results of this study is that the Turkish Armed Forces personnel who uses the Defence Industry products will benefit and improve this study with new approaches. 74 participants, 27 suppliers (%36,5) and 47 users (%63,5) participated in this study. By arranging the answers which was given to questions by users and suppliers according to the above classification, and analyzed with chi-square test to see if there is a meaningful difference between the right-wrong answers given by the groups for each principle. For analysis and results, SPSS 19 ( Statistical Package for the Social Sciences) program, descriptive statistics and graphics were used. Analyzing the survey, the suppliers and users gave the same reaction largely to the 'Skunk Works' principles, means they took the same approach, however, is seen that they did not adapt to the principles largely. When these principles introduced to all elements of the Defense Industry, persuading at the point of results or project management put forward a will in this direction, a large and rapid development will be made.
