Abstract (EN)
In a constantly developing and renewing society, the rapid development of technology has enabled the development of areas such as building materials, building load-bearing systems and spatial comfort, thus historical buildings have fallen behind the age. As a result of developing technology, the majority of historical buildings have remained idle and their traces in the city's memory have been erased. For this reason, historical buildings should be protected with contemporary conservation methods and re-functioned in a way that they will serve the city and its citizens again. In this thesis, one of the most important historical buildings in Elazığ province, the 4th General Inspectorate Building, has been addressed. The purpose of use of the structure has changed over time and its traces in the city have been erased. The structure is one of the rarest examples of Early Republican Period architecture in the region and should be passed on to future generations. In this direction, new functions should be defined for the structure with minimal intervention while preserving its original state. In this direction, first, a literature review was conducted; definitions and concepts were discussed. In the next stage, architectural and load-bearing system elements were defined based on the existing projects received from the institution, and analyses were conducted using observation and photography techniques. Since Function-Space fiction is one of the basic elements of re-functioning; An evaluation method rooted in spatial analysis, focusing on the architectural plan, was preferred.. As a result of the study, a structure that can be described as a 'City House' and that contains more than one function and thus allows the structure to be included in the city life again was created. With the created structure, the restoration and carrier system interventions that need to be made to the building were evaluated together and it was suggested that the structure would become a potential building that is intertwined with the city dwellers as soon as possible. In this thesis study, it was aimed to be a pioneer for the restoration and reinforcement renovations of the building to be done as soon as possible.
