Abstract (EN)

The main feature of a democratic state today is the decentralization of state power and the principle of securing human rights and freedoms. Therefore, the correct distribution of state power, the senior state institutions reviewing each other, maintaining the balance should be subject to detailed legal regulation. The constitution of any country includes the basic legal regulations about the distribution of state power. This includes the structure of the highest state bodies, established between them an appropriate relationship of authority, action and responsibility. It is a document that defines the legal basis of its activities and organisation. Similarly, the Republic of Turkey and Mongolia are also reflected in their own constitutions. Under this reflection, it can be said that Constitutions have always fulfilled their duties. The Republic of Turkey and Mongolia are republics with democratic regimes. Since the adoption of its constitution in 1989, the Republic of Turkey has made a number of specific changes in the distribution of power and authority. It has made changes since the adoption of the Constitution in 1992. Based on the practices of these two countries over the years, it can be seen that the influence of the activities of the highest state institutions on the relationship, negative and positive attitudes and certain factors on the consistency and interdependence of the activities of the highest state bodies can be examined and evaluated within the framework of constitutional law.
