Abstract (EN)
Throughout history, many concepts have constantly changed with new developments and have taken their current form. The concepts of war and humanitarian aid are also concepts that have changed and transformed over time. Civil wars, which have arisen for various reasons, are among the causes of great humanitarian crises in today's world. In order to prevent humanitarian crises, various humanitarian aid activities are observed in civil war regions. It has been observed that the humanitarian aid activities carried out to prevent humanitarian crises actually deepened the crisis in some cases and increased the duration and severity of the civil war. The deepening of crises and the negative effects of war on humanitarian aid activities are based on moral dilemmas experienced in humanitarian aid activities for various reasons. Even if a humanitarian aid activity is carried out with good intentions and for a good purpose, it can increase the severity of the crisis instead of contributing to the solution of the crisis as a result of moral dilemmas for various reasons. Based on this situation, in this thesis, the moral dilemmas experienced in humanitarian aid activities in civil wars will be examined through the example of the civil wars in Rwanda, Bosnia, Nigeria, Afghanistan and Yemen, and the moral dilemmas and their causes will be determined.
