Abstract (EN)

ABSTRACT Media, which has a significant impact on the masses, has accompanied the formation process of the norms by the function of creating public opinion in addition to social conditions and global actors. Media is used by the actors as an indispensable force in the perception of providing social legitimacy to state policies, especially in the cases of international relations. In this context, media texts are used as a means of creating public opinion in recognition of crimes such as genocide, which threatens international community and global peace, and supporting with legal sanctions as a requirement of the world citizenship thesis that sprouted in the normative paradigm. The fact that the Second World War depicted a destructive and hard-to-describe Nazi violence with technological weapons and the existing gap in defining this systematic violence against the European Jewish population led Polish lawyer Raphael Lemkin to strive to create a new norm. The global consensus, which is the result of efforts to provide legal assurance against the violation of the norm, has only reached its final goal with the Genocide Convention signed at the United Nations General Assembly. Accordingly, in this study, it is tried to measure whether the media effect during the transformation of the genocide crime conceptualized after the Second World War into the genocide ban norm or not by applying the framing method included in the content analysis of the New York Times newspaper between the years 1939 and 1949. Keywords: Media, normative paradigm, norm, genocide ban norm.
