Rapid changes in technology especially in recent years have removed all the boundaries and created a new period. As it is practiced in every other field, it is almost impossible not to be affected by these changes in education that forms a basis for economic and social development of a country. At present the most discussed topic is how to provide a better education. Many labour are made and discussed about this topic. Web based distance learning ise one of the most important of this labours and spreading more rapidly in developed countries has an undisputable importance for our country to take a part amongst the developed countries. Even though there are many distance learning programs in various fields there is still not a program relating the in-service education of teachers. This work aims at designing a distance education platform for in-service education of teachers and so discussing the problems that the teachers meet during the in-service education about transportation allowances, daily wages, accommodation and their unattended classes when they are having in-service education.
