Abstract (EN)
The study in hand has been designed as a descriptive one in survey model to seek an answer(s) to the main problem stated as follows: " How do preschool administrators and teachers perceive their educational objective(s) attainment?" 21 private and 24 public preschool institutions of all grades have been randomly drawn from Gaziantep province during the academic year 2000- 2001 as the sample of the study. Totally 45 preschools 42 administrators and 103 teachers involved in the research. Raw data were collected through a specially developed " Preschool Ojective Attainment and Importance Perception Questionnaire" With this questionnaire, researchers also aimed at revealing the way subjects perceived importance of the preschool educational objectives set by the Ministry of National Education. T-test, mean and frequency analyses have been executed through SPSS (10.0 version) to test the hypotheses formulated. Findings have revealed that preschool administrators' and teachers' opinions showed statistically significant difference concerning the attainment of educational objectives of the schools they are affiliated with. Furthermore, a parallelism has been observed between the importance attributed to aVII particular objective and the level of achievement; the higher the importance given to a particular objective; the better the objective has been fulfilled. Findings, as a whole, suggest that educational objectives at preschool education level, both private and public, did not seem to be fulfilled as they should have been. The proof for this came from the analysis of raw data through, t-test and "objective attainment" mean scores based on the subjects' perceptions. The findings also provided evidence that "management by objectives" at these preschool education institutions does not seem to be running well and needs reorganization and reinforcement in terms of managerial processes. First of all, it is obvious that there are hardly any administrators with preschool and early childhood educational background, just because there is not a higher education channel to breed educational administrators with these qualities. Another noteworthy suggestion would be the need for physical separation of elementary and preschool education facilities; preschool department having its own management team and teaching staff
